OP's observation only applies to contemporary Western fashion. Men have traditionally been more colorful and extravagant than women, up until the 19th century

Read some history, brainlet. Men have only been dressing in dark neutrals since Beau Brummell popularised the dandy look in 19th century Britain. Prior to then, men would spend more money than women would on their best, most colorful court dress. Even men's casual wear has gone through colorful phases, such as the Peacock Revolution in the late 1960s. What is considered "too colorful" is entirely relative to the social setting and time period.
