That chunky multi-ply collar and overall plushiness can't really be had for 200 or less.

The Scott & Charters shawl collar 4-ply cardigan with leather buttons (sold by The Armoury and previously Drake's as well) is very good and costs 475 USD.
Drake's now sells a 6-ply version for 660 USD, made in Italy.

Both of these are in lambswool, if you want cashmere it's gonna be 1000+ for a 4-ply.

I'd go for the 4-ply S&C, if you take care it's going to be a cardigan that you will have for a long time.
