its not so much a rule as a common courtesy.
if you made a place for yourself in the London tattoo scene (which is super over-saturated with talent btw) you probably wouldn't appreciate dummies on /fa/ paying someone else to trace a stencil and put that stolen piece on you for life.
not that it matters, people who are all "I'm getting this just IDK where yet" don't really get those tattoos that they talk a big game about.
