Isn't Damir Doma doing a lot of long, arabic & eastern inspired shirts recently? I saw stuff from his 2012 collections really recently that totally looked like your OP pic. Almost bought the Scala shirt, sigh.
If you live in a large city and want to do it on the cheap, visit the pakistani, indian or arabic areas and look up some tailors/import shops.
The jacket looks like a late 1980's US M-65 with no liner, obv. The scarf you could probably get in any number of places. Cop it when you get your long shirts in little india.
