Couple of questions.

i found this oddly-proportioned sweatshit at a thrift store. it's really long in the waist and it tapers in the sleeves, so the forearm and wrist are tight while it's baggier from the elbow up.

Does it look acceptable as a basic?
If it's outlandish, what should I wear with it to make it work?
I can sew p well, should I alter it?

It's really warm and the color works well with indigo, so I want to keep it if at all possible.
