Purely practical post because I spent a fuckton of time playing with Nike iD, but I'll post more later on other stuff.

IMO, your best option is looking for solid classics or new classics in a special blanked-out colorway: I know right now there's all black versions of Adidas Stan Smiths and some Converse (though somewhat retro) floating around, and Nike has special "white pack" and "black pack" iD options up for a range of shoes, including AF1s and Flyknits. They're all, of course, still branded, but I think it's the best you can do - and especially with the white pack, where you can get AF1s with Lunar soles, most of the construction in breathable mesh (!!!) and the rest in standard or perforated leather, reflective material, or a range of other options. Seriously, check pic related, as breathable as you can make them, with reflective details - perfect chunky summer lowtop, though it stretches your budget. The Cortez is a steal - if you want no-frills minimalism, get your Kendrick on. The Flyknit is of course the most techy, for whatever that's worth, and the Danner (which I think is unbranded) brings in some subtle tactical and hiking vibes.

Military boots - check out Danner, Belleville, and Corcoran, all of which are legit boot companies, Nike's SFB line, and I've heard good things about Oakley and UnderArmor's offerings, but I know nothing about them because of general brand distaste. All of them will have something meeting your spec, so just choose what you like the best.
