Um no that's wrong. A pleat is where the fabric is folded over itself and then secured in place. Often this will be where a crease will start from but not always. Pleated trousers can be without an overall crease and flat fronted can have creases, it depends on the pair.

Pic related, the left side has pleats and the right side does not. Why they made some trousers like that I have no idea but it helps illustrate this point.
