I think you're thinking of frilled shirts, like those from the 17th and 18th centuries, lingering on in some quantities throughout the early 19th century. Those look stereotypically pirate or aristocrat (whatever people may think of, first), but pleated shirts don't have frilled cuffs with ruffled fronts. The frills and pleats are quite different looking, and pleated shirts as a style began around the 1820s, and still goes on in more recent times for formal wear. This picture is another mid-19th century example of a dress shirt with pleats, in the pullover style, as all shirts before the 1890s or 1880s were designed to pull over the head to get it on or off, and most men didn't really wear full-buttoning shirts until the 1920s or 1930s.
