It's a nipple dial. You've been conditioned to expect stuff like a Rolex Sub's maxi dial with huge indices.

The idea behind the nipple dial is to improve legibility by having facets on the indices that catch light. The actual footprint of each of the hour markers is the same, but it looks smaller because a stepped and faceted ring instead of a lume plot.
The reasoning is that you only really need lume when it's pitch black. If there's any ambient light at all, the polished rings will catch it. FWIW, I've seen pics of that watch's lume shots and it still looks strong, as you'd expect from a 10k+ watch.
