One of the main characteristics of being a sleazebag is charisma. You've got to be able to charm the hell out of someone.

Exhibit A is the character Pat Healy from "There's Something About Mary" (very sleazy movie, I recommend it.

Pat Healy is a private investigator hired to track down a guy's high school prom date so they can reconnect. Healy finds her, but uses what he finds to trick the girl into falling for him, and not following through for his client (who's still paying him). Pat Healy is able to kill the girl's dog and resuscitate it, and in doing so, make the girl thing he's special.

While he dresses the part, it's his charm and willingness to lie to this girl and his client that motivates him. You can be dressed prep head to toe, but if you can act like Pat Healy, you're on your way to being sleaze.
