I have the same fringe (slightly shorter) without the shaved bit around the sides. I brush a small amount of matte wax into it then like you said, just kinda ruffle it with my fingers.

Also I looked into it and the cut in the pic is similar to but not quite exactly a fairly long french crop/caesar cut.
