Just because a button and matching buttonhole are there, doesn't mean they're meant to be buttoned. The concept of cosmetic only buttons has been around for a long time, and that second button is generally cosmetic only. It's not designed to be buttoned, the coat will be too tight at the bottom if you button that second button.

Of course there are some coats that are designed to be buttoned... but these are the exception to the rule.
It's not a choice of dressing, it's a fact of the design of the coat.

I think the buttoning rule is stupid as well, why should we listen to some fat king bla bla but the fact remains that suits today are not designed to be buttoned. You can force it.. but it will be too tight at the bottom, and proportionally off.

If you want to wear a suit full buttoned, either make it with enough fabric down there, or just remove the excess button and buttonhole entirely and raise your trouser rise.

The design of the jacket isn't designed to be buttoned up, even though there is a second button there.

There are buttons going all the way down on this coat, but you're not supposed to button them all
