In order to achieve hips and legs like this(and overall physique), do I have to exercise in addition to restricting calories? If so, what kind of exercise is best? Squats? Lunges? Cardio?

I’ve been eating a lot lately and not exercising at all, but the last two days have been better both eating wise and exercise wise. I want to get back down to eating 1000 cal + half of what I burn exercising (usually around 200) a day, but I feel so hungry all the time and just give in. Any tips for not doing this?
