have you tried going to a derm? you should do that and try some antifungals. proven efficacy for that condition.

as for the other stuff:

you could try a water-based (humectant) moisturizer. there are moisturizers designed for skin conditions like different kinds of dermatitis.

what products have you tried previously?

I think you should see a derm if you haven't done so already. if that haven't worked, then you should see another one

in regards to UVB, there is about a 2% difference in blocked radiation between SPF30 and SPF60. see pic. In regards to UVA, which is more relevant in terms of photoaging, make sure that your sunscreen contains ingredients like avobenzone, zinc oxide, or titanium dioxide for example.

Yep. That's because you get about 97% UVB absorption even at SPF 30. And about 93% absorption at SPF 15.
