Correct. Fashion is literally all about communicating some sort of message to those around you via clothing, if you don't care about doing that then you're dressing for practicality sake. Someone who DGAF about fashion is going to wear clothes that are cheap, durable, warm, water-resistant, and have pockets for carrying things.
