In picture related, I'm sure the "powdery notes" is the limiter here. Never heard of either frankly.

Once I remove the powdery qualifier, the list opens way up, but there aren't too many where the vetiver or lavender is the main attraction. Alas, I'm not the biggest lavender fan, as I find that note one that screams "old man" to me, and I *love* mature scents. That said, of the ones that I own, I'd check out (in order of my favorites):

Chanel Pour Monsieur Concentrée - screams "gentleman" to me. Near my upper lavender limit, but I love this in summer.
Rive Gauche pour Homme - I also feel gentlemanly wearing this. Barbershoppy. And near my upper limit for powder. Did I mention I don't like powdery scents? Very powerful.
The Third Man - I personally find this cloying and too powdery. Something I'd say a fop would wear, but it's well-respected and screams lavender.
Azzaro pour Homme - another lavender bomb, but this one is sharp with a very strong anise note just below. I don't care for anise either... :/

Wish I could be of more help.
