The bezel insert is way too clean.
Also, http://vintagewatchadvisors.azurewebsites.net/2019/07/20/seiko-pogue-authentication-part-ii-dials/ would suggest the dial isn't genuine.
The lume is too fresh.
Either this watch has sat in a drawer for 40 odd years or it's a total refurb job.
Source, I own a different 6139 and learnt a lot before buying one.
