The fabric is brocade. When you unroll it, the inside has slots for pens and pencils. It's just a fancy pen/pencil holder. It also holds the scissors.

The scissors are VG-10 32 layer Damascus. This is a very hard steel designed to keep an edge for extended periods of time (the downside is, it's much harder to sharpen and hone). I make stuff out of paper sometimes, so I carry them with me. I'm not nearly as good as most of the people on >>>/po/ though.
