Like the name says, they were originally for engineers... the guys who ran coal fired steam engines.
They were the go-to work boot until WW1 and 2 made lace-up boots much bigger industries with the demand for service boots.

nowadays the niche they served are more often filled with cowboy boots or rubber boots, so the engineer boot is mainly popular with bikers and people with exceptionally good taste in handmade leather boots.
