Do you want to do the whole thing or just the end that is too fat for the lugs?
It's really a bad idea. Done by hand the whole thing will be uneven. It will also take an eternity to file down that 1mm. Never underestimate filing. You'd need something like this so you can fix the band in place and grind it evenly. But that costs more than just finding a fittig 19mm band.
