He meant tattoos got popularized because tough MEN who did bad shit and had a story to tell got them, be it sailors,war veterans, criminal gangs,yakuza,tribal people ,etc.Tattoos were a rite,they had meaning and were a compromise.
Teenagers who get tattoos are the weakest people in society,both physically and mentally,second only to homeless people at best.
