It's a late 1980's-mid 1990's Accutron Empire, inspired by the Empire State Building. "Accutron by Bulova" was Bulova's premium sub-brand competing with the better known swiss brands, with watches selling at around $700-1000 new. They are well made watches with Harley-Ronda swiss quartz movements. They were sold through select high-street jewellers and ads in fancy magazines. They are usually going for a few hundred bucks, chronographs are more expensive. Try and drop a mail to Bulova's museum/archives, they might be able to tell more.
