If you are speaking technically, it's not even supposed to be used on temples/receding hairline but more for balding around the crown area.

The thing is though, with head hair usage, you must contain using it pretty much forever. So if it could seep deeper into your system via your face/facial hair, that would be an issue. But when used on your facial hair, it's a very temporary measure. Because facial hair has a lot of inactive hair follicles and this appears to active them. Once activated, they will continue to grow forever and minoxidil is no longer required. The facial hair follicles are DHT-resistant, unlike some hair hair follicles which cause balding. They are simply inactivated on your face and minoxidil in a lot of cases starts them growing.

So for head hair = years of usage forever. Facial hair perhaps a few months to 6 months and then you stop using it forever.

Plus if you are clean shaven you only need a small amount anyway while on your head, most people don't bald shave as that defeats the purpose and they use a lot more as the hair is in the way.

The only sides you are likely to get are an itchy face in the area you use it. Possibly dry skin. The itch happens after you use it and it's soaking in. After that it goes or you wash and it goes.

I wouldn't be too hung up on sides, pretty much all mainstream meds and pills etc/ have rare occasions of death. And finasteride for hair is much more intrusive messing with your hormones.

Dizziness and heart problems from minoxidil are super rare and like I said, if they were common there would be huge warnings over this. It's likely those are caused when you have pre-existing conditions.
