You might as well, if you live in hotasfuckbelt, get a geothermal system. It runs around 20k for houses under 3500 sq/ft and I think there is still 30% IRS tax refund, some places like Austin have even city refunds, which in total gives you 40% off the 20K. It ill raise your house value, is really maintenance free and cheap as shit. My buddy has it, he went from 400+ in summer to around 140 a month while really enjoy cool house. Also, energy star A/C units have tax refunds too.

I am not HVAC guy but have researched this way too much.
Dust filtering filters, which say that they filter more crap out of your house can/do put too much stress on the A/C, which could be the reason for the failures. It is suggested to replace air filters every 4 months or less. Call some other technicians to check your system to make sure your guy is not taking advantage of you

In South Texas tin is deadly, this past summer was hot as fuck, even for Texas. Paint the brick white, everything white. The pink insulation at lowes or home depot is like 10 bucks a pop. If I were you OP, I would overinsulate, since the A/C will be going all day long, which will save you money in the long run. Craigslist is a great idea, many lumberyards etc. advertise there, and I am sure many Texasbros would be willing to help you along. I would send you money, but I just dropped 600 on books for college, so instead I will offer you free labor and will search craigslist for you. Let us know where you live for more help.

Yes most states are under 200 sq. ft are no permit. Pretty much anywhere in US, maybe not Alaska, you will need a permit for septic, even if you plan to use a sawdust toilet or any other means of waste treatment. Septic permits are definitely under 1000 bucks, and rarely more than $500 dollars. You don't have to really do a concrete slab, it's really your choice. I have a huge help regarding all this for you. Go to http://www.small-cabin.com/forum/ pretty much anything and everything is discussed there. You can really build the place by yourself, it really depends on you though.
