Looks like a sort of micro tilt type thingie for adjusting the neck angle. That could have easily been done with a shim in the neck pocket. Sounds like you need a different luthier.

That's because it is a joke.
You should use sand paper to polish the frets when you're done, but it'll take you forever to crown with sandpaper. Plus, the earlier suggestion of making a fret shaped groove in a piece of wood and covering it with sandpaper is a silly one, unless you don't mind changing the paper every ten strokes or so.

BUMPING FROM HELL to show you guys one of the guitar string bracelets I made my girlfriend a year ago. The clasp is magnetic, and it is about the same size as the ball guitar string ball ends that I used as beads (I'm a professional Luther, so I have access to a ton of discarded strings from which to take the ball ends). The single solder joint is very clean and fine, and its hidden inside one of the ball end beads (see if you can find it). I made a shit ton of these last year, but this is the only one I could find lying around. One was real pretty; I used a brand new 80/20 bronze g string with silver ball ends, but I'm not sure what happened to it.

That's not what a truss rod is for. The truss rod corrects the straightness of the neck, it should never be used to correct action. I've seen people lower saddles a shit ton to make up for a poor neck set, but you're going to lose volume if you go too low.

Yeah, you could do that in theory. Might be an odd combination of sounds though, may not be totally ideal, but it can be done. You're going to have to make sure to adjust the heights of both pickups properly, since the lipstick tube will be significantly quieter than the humbucker. Dan Erlewine's book will go into this in more detail.

If you don't know what you're doing, just buy a cheap Squire for starter,rs. They're not half bad instruments, and you can modify it later. You'll probably start by swapping the pickups out. If you piece the thing together yourself, however, you'll likely end up spending more money, since you'll almost certainly have to pay a professional to set it up. (I .should know. I did this for a customer who half assed his wiring just the other day)
So yeah, start with the Squire, maybe buy Dan Erlewine's repair book, read it, front to back, maybe twice, and then start modding the thing.

One thing to look out for OP. Some humbucking pickups aren't designed for you to be able to easily isolate the separate coils. If there are two additional smaller wires that run out of the shielding, only to be soldered together and taped off, then you're golden.

Ha, I'm a professional guitar tech, and yesterday, I restrung and set up an ESP LP. When I called the customer to tell him it was ready to pick up, he said, as an afterthought, "Oh btw Anon, I usually tune it to a drop D, down a full step. Hope that doesn't change anything." Mfw.
OP, if you loosen the truss rod, and still don't get any relief, it's because you're strings aren't providing enough tension to pull the neck forwards. I find this problem a lot when people string their Les Paul knock offs up with 8s, but with 13s, you should be seeing some relief I'd imagine. What's your action set at?
Also, what's the scale length on that guitar? A longer scale length would be better suited to a drop tuning like that.

You could also use different colored pieces of veneer to make the countries, and then just laminate them all to the top of the main game board. Good luck getting it all to piece together though.
You could also visit a hobby shop, and get some nice little plastic soldiers, not the dollar store variety, but some decent ones, and then paint them. Carving little wooden figures would be a real bitch, considering how many of them you have to do.
