The window should be installed from the outside. That nail flange you see in the photo should be on the outside of the wall (yes, with the handle still facing inside). But, prior to doing that, you need to have the opening framed correctly, with a header, and appropriate house wrap on the house, and the nail flange gets caulked and taped to the house wrap (cut a flap at the top so the house wrap overlaps the very top of the flange too).

1) What is this shed sitting on? If good poured level concrete, framing is OK. I have heard $25 000 for a permit in Southern Ontario. Of course you still need to pay engineers and designer to produce the necessary documents to submit to obtain the permit as well. This varies so much by municipality that there's no single answer that can even give you a ballpark. You have to contact the municipality in question.
