If you're just starting out, it'd be a lot better to buy a cheap set and figure out what kind of picks you like, so you can make picks you'll use.

If you're not just starting out, check out bosnianbill's series on making picks out of dollar-store carving knives.

With how cheap it is to buy a high quality set, I would advise against creating your own pick set, unless you need a specific pick. Otherwise here is a good info pick on the process.
tl;dr: Get some sheet metal of your choice and simply file it down to size and shape.

It's also alot easier if you print out something like pic related and glue it to the sheet metal before you start filing.
