Making a large block of glass completely clear like that isn't easy. Getting that little character in the middle of it ups the difficulty quite a bit (unless I'm seeing it wrong). It also seems to have some kind of magnifying or distorting effect or some such in the middle of it. Its hard to tell from the photo. Really though, the 3 grand is because its art. You could probably get a craftsman to make to something similar for quite a bit less.

Sometimes the art is in making the piece deceptively simple. Like

A monolithic block of glass with a simple child-like figure in the middle may be a grand show of skill that took months to plan, weeks to set up, days to execute and didn't turn out right the first time.

Or, it could be expensive for money laundering purposes. Such is the art world.

Listen, OP: You could go to a junkyard, come home with $100 worth of shitty old junk, arrange all of it and attach it to each other in some ways, claim you're 'making a statement' about something, maybe give this collection of trash a name, and assuming you're a good enough salesman/bullshitter, convince the right people it's 'art' and sell it for thousands or tens of thousands of dollars.
