Some counties have zoning laws. Most boonies don't though. Where I live there are no zoning laws for private land and people can and rarely do build deathtraps to live in. It is a nice way of weeding out the stupid people. In cities, one man's death trap could lead to a city on fire, so codes are strict and enforced often. Most of the time, you don't have to worry about it except for the insurance company. Their inspector will tell you what needs to be changed. So, you can call of whatever insurance company you will use and ask then about codes and stuff in your area.

Well: $2,500 and up depending on depth - my well was $6,000 in 2005
Septic system: $5,000 - $30,000 depending on site requirements (in-ground vs. mound)
Electric service: $5,000 bare minimum, depends how far you are from power, if it's the middle of a 20 acre lot, maybe $20,000
Electric rough-in, devices and fixtures: $20,000
Plumbing and heat: $30,000
Log cabin kit: $50,000 includes logs, windows, doors, roof, everything except mechanical, fixtures and kitchen
Kitchen: $5,000-$10,000
Appliances: $3500-$7500 depending on what you get, could go higher

If you opt to not use a kit, allow:

Windows and doors: $5,000 - $15,000
Materials for roof frame: $3,000 - $7,500
Roofing: $1,000 - $10,000 depends entirely on what material you choose
Roof insulation: $2,000 - $3,000

I know a couple people who have home solar generators and they paid anywhere from $15,000 - $25,000 for them. Windmills, I have no clue, but I do know I wouldn't want to depend on one to power my home.

Civil engineer/land surveyor specializing in land use permitting from Vermont here to say it's just the opposite. The Agency of Natural Resources is like the NKVD.
