Alright, so my mosin gun stock turned out great.

Yet the thing is some minwax wood stain,and tung oil got onto the concrete.

Any idea on how to clean up the dried finish?

Concrete colored spray paint. That's what I do.

Concrete is porous, when you spill shit on it thats basically it. You can either cover it, bleach it or stain it all the same way to match. If you're lucky a pressures washer and some detergent might get it out but even that will leave a "clean" spot.

You mean on your floor?

I guess you're in the US, just get concrete cleaner. Or muriatic acid (concrete cleaners are mostly HCl normally anyway). It'll eat an ancient oil stain, transmission fluid, dried paint, should have no problems with wood stain and varnish.

Clean the whole thing if needed.

No way around this: any porous surface with ingrained dirt that gets something spilled on it you're going to make a clean spot sorting out the spill.
