Ugh. Hit a big bump at any speed above walking and enjoy your trip to the dentist/hospital. Remove all the cart wheels, weld a BMX fork to the support tube for the upper section, add a 20" wheel, replace the two rear casters with larger rubber ones, and you have a viable cartbike.

The difference is a trolley has wheels/castors which can all steer so it can move in any direction from a dead stop

A cart has a mixture of fixed and steering wheels...or all fixed. It's more stable but less manoeuvrable

I don't know how they do things in third world countries, but most of them are chrome plated where I come from. In fact, a quick google search for "chrome plated shopping cart" returned results for manufacturers all around the world.
A Zinc plating would oxidize into a nasty powdery surface that would be easily stained by dripping blood from packages in the butcher section, and nobody would want to put their food in them.
