Rocket fuel makes for shitty explosions, Mr. Fedman.
While they are both highly energetic, rocket fuels are trying to produce a sustained and consistent power output along a single vector over flight time.
Explosives try to put out all their energy in the shortest possible time. The only place where there might be a little overlap is a desire for directionality. But a shaped charge does not a rocket nozzle make.

Most hobbyists use black powder or rocket candy because it's relatively safe and easy to make. Then there's the big boy stuff which isn't all that much more complicated chemically but the ingredients cost more and most hobby rockets really don't need the extra power
