This looks like either a sensor or image processing issue. Is the battery fully charged? Does it look OK on the camera but not the computer (connection issue). Does it do this with dark pictures too or just very bright ones? Is the camera shooting in RAW format or does it convert images to .PNG, .JPG or whatever?

Camera sensors are very delicate, so it could be a number of things. Some cameras have a way to reset the sensor circuit or restore to factory settings, check your settings/manual.

High ISO produces an evenly distributed RGB grain, but not the horizontal lines like that. Overexposure can make problems like this worse though.

if the camera's fairly old -mainly from the early 2000s or before that's pretty much normal. I'd recommend playing with the shutter speed and the exposure

i'm not an expert in camera issues, but the high-frequency, consistent nature of it gives me the impression it's not a setting or interference issue, but rather more likely physical damage (including excessive humidity/heat) or a software processing issue

I had a camera, which was 10y+ old, fail the same way. People more knowledgeable than me told me it is because of the electrical connection of the CCD, this can apparently become brittel or loose over time. Got a replacement camera, two cameras to be precise, of the identical type for really cheap from the german equivalent of craigslist. Both failed within a week with the same symptoms. I gave up and bought a new one.
You cannot repair it.

yes, there's a good chance this is just something dying of old age, it was never made to last over 10 years, not many consumer gadgets are anymore, the big issue with old age related issues is that replacement parts are unlikely to help, as they too are just as old, and only the most popular of items get newly-manufactured parts
