It has three major limbs all meeting in the same spot, all that epoxy is probably the only thing stabilizing it. This sort of wood is generally tossed in the chipper at the mill because almost no wants to deal with it, shit is a pain to dry and cure in a way that will result in stable wood. Any mill that deals in walnut can hook you up with wood like that for cheap, have at it.

Epoxy manufacture began in the 1940s and its been used to stabilize and homogenize loose/ brittle materials like raw wood slabs and porous stone that could then be used for table tops since the 1950s.

That's also about the time that George Nakashima developed his signature style of live edge furniture that highlighted what would traditionally be seen as inferior lumber and didn't attempt to hide the methods used to keep those pieces intact.
Absolutely none of this is new, but neither is it some sacreligious affront to woodworking. The original point of using epoxy this way was functional and an act of conservation; the more you do it for its own sake the more it just becomes trendy kitsch.

Totally depends on the formulation and especially the temperature it was cured at, epoxies are regularly used in aerospace applications that require high rigidity.
That usually involves autoclaving during cure, but even non-autoclaved epoxies cure at higher than room temperature because the cure is exothermic, especially when it's in a mass of the type seen in one of those table pours. Epoxy pours that deep develop intense heat and once cured they won't lose rigidity due to heat unless they are taken past that cure temp.

Use a neon sign or oil burner transformer instead of a microwave transformer. It's a lot slower and more finicky about the electrolyte solution but probably won't kill you even if you zap yourself.
And then just don't zap yourself. Turn the thing on from at least 10' away and don't step away from the switch without turning it off first and there's very little that can go wrong if you actually follow that rule even if you use kill you dead level output.
Aside from that there's standard high voltage safety practices like only using your right hand to not complete a circuit through your heart, insulated boots etc, but you should really just never be in a position where they would matter anyway.

Full isolation and dead man switches. I think a major problem with the fractal burning is that people want to manipulate the electrodes to direct the burn pattern.

I'd encase the electrodes completely save the tips in long nonconductive joysticks. Then prevent operation (or even power) of the device from anything but an isolated area. The wet area should be in a tray. Audio and visual cues that you're powering up wouldn't be a bad touch.
