My toilet doesnt fill up sometimes after i flush leading to weak flush and having to wait to fill up, how do i fix this? I have to either flush it twice to get to fill, or take the top off and push the left component down so it starts filling. I guess its not set loose enough to reach the water easily?

Replacement fill valves are almost cheap enough to not try and repair. Just go to the nearest big box hw store and buy another one.
