There are two parts. The hooks and the backing
The hooks are made by pointing a 3/8" steel rod, rounding the edges, and then adding a curl at the very end. You then reheat the bar (you quench the curl so you can hit it with the hammer) and then bend it over the horn of the anvil. After it's in the shape of a hook, you measure and see cut it off on the hardy, then put roughly 1" of the shank on the anvil then hammer it flat. You can either punch or drill the hole for the rivet.
The backing is just a 2"x16"x1/4" piece of steel. I heated it up and beveled the edges with a hammer then peened the entire surface with a ball peen hammer. I then measured where to put the holes, drilled them and countersunk them so the rivets would sit flush on the back.
