Boring? No, boring is 3 weeks on a uneven lot of land trying to clear it. You need a strong rototiller to turn the land arable a pick and shovel will not do the job, and you'll probable ruin the tiller, even if it is connected to a 200hp engine.

Clearing tree root bundles is so difficult, people would just leave the stump there to rot over several decades instead of trying to remove it.

You can't be serious, because you would have an idea of how difficult it is if you were.

Tree stumps CAN be a problem. If by some miracle you get land in a reservation and you have to deal with century old trees.
There's a good chance that won't be the case.

second, it makes a hell of a lot more sense to farm that way on 40 acres than conventional, especially when considering the amount of work you need to do over the life a hugelkultur bed which is intended to be about 20 years

There are ways of dealing with weeds and other pests.
People have been living of agriculture long before we had machines and pesticides.

I'm not saying your way wouldn't be easier. It will. But doing everything by hand and with simple cheap organic solutions is also possible.

Simple things like cupric sulfate mixed with slacked lime and water for instance. Vinegar. Boiling water, etc.

you will notice that all that shit is built up on land that was flat to begin with. That is because flat is what you need to start with. Also, it also assumes that there is tons of topsoil available, and OP already said it is more than 40% clay, which means only the hardiest of weeds will grow on it, never mind food.
