They can but they have slightly different voltage and line requirements from a normal line, so you would have to make sure you find a circuit for that. I want to say -60v r to g and -7v tip to g, and the ringer is different. Look stuff up. It used to be called a coin line.

I literally have one you dummy, from US Mobile. Well it comes with texts as well I guess but it's still only $12. I use a flip phone with it and I can make as many calls or texts as I want

that plan on a SIM card inside a cellular modem would work just fine and maybe you could even rig up something to accept quarters before it'll make a call so you can recoup some of the monthly costs

Replace the microphone in the mouthpiece, run a new cable to the base, and put a pi or small PC inside. Same for the switch that is depressed when the phone is placed down on the hook.
