You need a modem for that, and this modem should be provided and preconfigured by your ISP. The owner/previous tenant may be retarded and took it.
Either ask them to ask your ISP for a new one or just pay for your own internet.

Most likely you need a GPON modem.

Most fiber drops are single mode, you should call and confirm with your provider if the cable itself isn't labeled. The cable in the picture is unusual as it isn't yellow, is it from the provider or wired by the previous owner? You can buy a fiber to copper converter that takes SC connectors like the one in your pic and hook it up to a router/switch like you would with copper ethernet.

cable tv it depends on the company but recently you will need at least a box with a live card, company broadcast a list of live/dead cards on the network so you have to pay for it.
