Below ground pluming is more expensive to put in and more difficult to service than having the urinalysis have pipe work to a common collector. Could also do with having enough fall to get things to drain. On a 2nd story it wouldn't be any problem, but on some ground floors you might be hurting to get enough slope in your drain lines to get things to flow away properly even with wall mounted urinals. Put them in the ground and you'd really be asking for backflow problems.

It’s basically true, such jobs are now done by people who can do all jobs to a passable level rather than do top end work, where as such urinals when footer in the 1890’s were fitted by a trade at its peak for quality and aesthetics. I worked in a building where someone or several someones apparently would stand more that 2 feet away from the urinals. The floor in front of the urinal was a fucking puddle of piss. I and other people posted signs and it did not stop, the building management put down piss pads (yes they are a thing) and it still did not stop. The piss pad would be soaked every day.

The urinals in OP's post are probably one of the best designs ever made. no splash back no dribbling on the floor.

I worked in another building where the urinals were such shit that it was near impossible to use one without it splashing all over you. You had to shoot for the far right or left side to minimize splash. Eventually they replaced them with a better design.
