Around here we call that a 'small apartment complex'. Why is everyone flipping out about it? We've had tons of them for years. Generally, they are built on 'larger' inner-city lots that once had a house and a large yard but some developer snatched up. You got from a single story single family unit and it gets replaced with something that is 3-6 units depending on the lot size, parking, and the number of stories they feel like building.
