The other day, I was driving on the highway, and saw a brand new (still in plastic) 6-foot fiberglass step ladder just sitting on the grass median strip. As we went on, I saw lots of other useful "litter" on the median.
I was wondering what the legalities are of stopping on an Interstate Highway to get stuff out of the median. There's gotta be people who do this from the Highway Department. You can't run over a ladder with a lawnmower. I know you can't really pull over on the left (inside) of the highway, so you might have to run across traffic, and no, I'm not willing to do that. Who would I call to do this? Is there any kind of finders-keepers law?

Getting out of your car on an Interstate for any purpose other than an emergency is illegal. Also "finders-keepers" in most jurisdictions is called "theft by finding" which is also illegal. For random crap on the side of the road, no DA is going to bother prosecuting you but you find a 3 ct diamond ring, you're legally obligated to turn it in to the police or leave it where it is. In some places if no one claims it after a certain period of time, you can have it. Most places these days find excuses for keeping it themselves.

I found a tool bag that fell out of a truck. It ripped and spilled everything but I think I got all of it. I work in billboards and frequently have to walk distances etc for our permits and among the most common “unusual” items I’ll see are gas pumps, large empty liquor bottles, and hair weaves. Next time you’re going by a highway rest stop look in the grass along the road. More Than 10% of the time there will be a gas pump there that someone drove off with by accident
