Does anybody know how to unscrew this screw? It's got this rubber thing around it

doubt your going to be able to save the screw, the rubber thingy is a grommet to absorb vibration at that attachment location, is the screw plastic? looks like it, why not drill it through, dig the shards out and replace it? if plastic you might fill phillips slot of screw with superglue and press in and hold a well fitting phillips head screwdriver hold firm until glue sets up let cure and try to gently back the screw out.. I could have drilled the screw out and replaced it in less time than it took me to type reply...

You pull it out with ansma flat bladed screwdriver.
The Phillips head is for suckers and noobs

Yeah you just get a small screwdriver and pry in between the "screw" head and the plastic around it and pop it out. I dunno why the fuck they built those like they did...

You can probably just rip it off with a pair of chanel locks. or at least rip the head off and push the rest inside.

You're supposed to unscrew the center section until it stops turning, then you pull it the rest of the way out, then the entire plug will come out, but obviously you can't do that with the head all fudged up.

Or...you could try getting a pair of pliers in the screw slots and turning it that way.
