How can I fix this so that I can put my nice white towels on it and not get rust stains?

I'll sand it down, but because it's in the bathroom it'll get rusty. so how can I coat it on the cheap so it doesn't get rusty?

I know it's a hard ask but if I could get a chrome finish aswel....

I'd use what woodworkers use to keep their table saw tops from rusting: Paste Wax. SC Johnson is a commonly available brand.

this but look up 3m anti corrosion tape instead... I bury pipes wrapped in it and pretty much forget about it rusting for the next 20-30 years.

Wire brush rust off with cup wire brush on angle grinder, then put a clear coat on it.

Towels need a smooth surface otherwise doesnt slide freely when you drag it off its support. Thats why towel rails are all chromed metal, no exceptions.
Paint wont work and you would wear it off.
The only thing is to sand it to a smooth surface 800-2000 grit
Then metal polishing paste and polish the fuck out of it until you see your ugly mug in it
Shouldnt take more than 45 minutes of work for the lower long section.
If used regularly, wont have time to rust again.
Leave angle grinders spinning wire brushes out ffs, as well as paint.
