Go to estate sales, buy the paint.
Disposing of paint is difficult because regulations.
So when people have estate sales they are happy to let it go for cheap.

Though I do suggest giving the cans a squeeze before buying. some tend to go flat.
As for disposal, some cities have hazardous disposal drop-offs. No charge and they take paint, pesticide, and other stuff that shouldn't go in the landfill.
protip: Some also let you pick up things for free. I've picked up Sevin and some spraypaint from them. The bottle of Sevin was even unopened.

They made shit back in the day, it just tends not to last long enough to be still around in the present. If you get an old tool or case or whatever, if it is still around today it is probably built to last (or has seen very little use).

It also depends on what you consider 'old'. A 30-year-old toolbox is probably Taiwanese/Chinese crap. A 50-year-old toolbox is probably better made. A 70-year-old toolbox is probably really stout. Picture related. I have seen many old Craftsman boxes over the years. Ones with this logo (50s, early 60s) were very well built. If they had the 'crown' logo (late 60s, early 70s) they were a bit thinner. If they had the 'Sears Craftsman' name inside a box (late 70s and 80s) they were thinner still. If they have the 'modern' logo they were mostly made overseas. I generally don't bother with Craftsman tools if it has any logo newer than the Crown style (although their wrenches and sockets remained decent into the 90s).

That is a carpenters toolbox. Probably made by Waterloo originally. They were a major box OEM for Sears for decades. There should be a piece of wood in the lid, running from front to back. You can see the holes in the lid where it should be attached. It would have two slots cut into it so you can slide a pair of saws in. Picture related.

The hooks in the back are made to hold a spirit level. The box itself is designed to hold hand saws, which is why it is so wide. The little rectangle in the corner of the lid is a knockout. If you needed to fit a carpenters square in there you could knock out the metal and have it poke through the lid. They continued to make this style of box up until the 1970s or 80s.

Yeah it's hit or miss. Most of them around me have registers and stuff too. Some are cash boxes. I've been going to them for years and I'm familiar with the groups that operate in my area. I often wait until the last 2 days to go if I want to gamble and get a good price. They do -25% and then -50% on the last day and a few let you bid on items between days so you can haggle down to a dollar over 50% off on the first to last day. I have bought nearly all of my tools from estate sales and it has taken a couple of years to build a shop. I'm still looking for a good deal on a band saw. You just have to keep going and buy things as you see them and you'll have a nice collection of tools in no time. All it takes is one good sale to find a pile of hammers at $1 each and pipe wrenches for $4.

Doesn't seem like much of a big deal.
I have a few old DC transformers (laptop charger, etc.) lying around I could cannibalize, and a plastic tub + few bottles of coca cola as carrier solvent, the rest you just fill up/dilute with tap water.
These transformers are tiny and weak, so it may take a good day or two, but I'd really be only out of pocket for the cola and tub. Do it on the balcony so any gases get blown away by the wind, then use a hairblower to dry.

I mean, ghetto diy chemistry sounds rough around the edges, but the stuff you can get your hands on off the shelf in stores and use as a means for an end only seen in laboratory work is astounding. Youtube it up man. You don't have to spend big to reclaim a classic tool box.

I mean yes, you do have to prime and paint it afterwards, but you save yourself the work on wire-brushing which is loud and takes up your personal time and effort. Setting up the tub takes a half hour tops, but while it does its thing you can go bang your wife or play vidya in the meantime. *shrug*

If you can be arsed making your own distilled water, it might work a little better since the electrical current is forced to move along the phosphoric acid ions and not cheat by using tap-water mineral ions. Distilled water esentially just disperses the carrier solvent better without "cutting" it. Obv, too little cola and your transformer is going to have a huge ass resistance to deal with which it might not take too kindly towards. Vinegar would be a cleaner, less sugary carrier, but it uses acetic acid which is carbon based and less potent than phosphor.

There is a reason toolboxes are traditionally painted with hammer finish; it hides dents.

Another option is to just sand off the rust with 600 grit wet/dry, and apply a rust convertor to bare metal areas.

Then give the whole thing a coat of 2K Lacquer. Either gloss or matte is up to you.

After the wire wheel is side 80 grit, and then rust converter before primer.

The long box turned out horrible, The paint blistered everywhere. I guess I didn't clean it well enough, but for leather tools and leather tool storage, I'm happy with this one. I'm going to line it with 2 mm stick on tool padding.
