maybe a mix of blue LEDs and blacklight. There's kits..I think even IKEA has them, with color changing LEDs that will go very deep in color.

Ultraviolet led tape might be tricky/expensive but you can get RGB led tape on ebay for DIRT cheap. Like 16 bucks for a roll and a remote controller.
