Looks like a hammer with a nail extractor, but quite small. Maybe it was used to make/repair old shoes or tiny furniture?

I haven't found a picture of your hammer, but you basically press the lever against the surface and the jaws pull the nail as you make leverage.

OP you have a tack hammer with a tack puller. They were used by furniture makers to tack upholstery into place. In your first photo, the tack is held on the left. Because tacks are so small the hammer held it instead of walking your fingertips.
