I'm texting on my mobile so since I type slow I won't be able to talk too much. Is putting paper clips in outlet supposed to hurt or is the electricity suppose to just vibrate your arm?

If it's a 110V outlet it's less likely to kill you, if it's a 230V outlet then it is far more likely. Regardless of this if the current goes through your heart then it's even more likely that it kills you.
Don't put anything into an outlet other than the plug designed for it.
Depending on the speed and type of the circuit-breaker you have it might fuck you less (for a shorter time before it switches off).
