I've been thinking of doing something on the sleeves of a black cotton jacket i have.

Easiest thing if you've never worked with bleach is to use it like you would tie dye. Just mix up some bleach in a spray bottle, cover up the places you want to keep pigmented with rubber bands, and go to town.
