Cleaned out this old toolbox and installed it on my truck. I want to make it an all-purpose utility box fully loaded for any kind of roadside/road-accessible emergency.

Suggestions on what to fill it with?

This is what I saved after cleaning the box.

(clockwise from top left)
Rubber boots
Rope (three sizes, all over 10ft)
Yellow tie-down cord

Currently hunting down a medical kit. I'm also thinking of adding some mini caution cones and road flares.

Replace the yellow tow rope, that's a hazard with that fraying on it.

You can't tell from the pic, but the box is actually sunk into the bed and bolted into the chasis. From street level, you can't even tell it's there. That and we've got a pretty low crime rate around here.

A question about water. What's the best way to store it over long periods of time? I could buy a bulk pack of bottled water at Costco, but the bottles are plastic so I'd have to keep refreshing it.

Everything I'd suggest, you already have.

Well, mostly. You should be covered for auto needs (jumper cables, towing straps, jack, etc) but cover needs for being stuck in your truck for a night or two. Throw some food in there, like a box of granola bars or something that doesn't need refrigeration, as well as a few bottles of water.

Maybe a box of cheap cat litter for traction, should you get stuck somewhere. Maybe a few cans of 'canned heat'. Maybe a break-down shotgun or .22.

just be careful on where you park, here people steal even the batteries from the car, they sell it for $20 dollars to scrap yards and can get them in 2 minutes. Dont put anything expensive there.

You're right! There should be a solid brass mount with a 102" whip in it on top of the cab.

But, most people go with the l-bracket mount on the side of the box. It's better than nothing and doesn't smack everything as you roll around.

My 102" whip smacks the crap out of everything.

Suggestions based on mine:
Rope, rope, rope, plus cord and twine. Ratcheting straps and some rubber bungee cords for flavor. 20' tow strap.
Regular and reflective-triangle road flares, high-visibility vest
Gas can, 3-5 gallon plus 1/2 gallon can
Water, 2-3 gallon
Radiator fluid (unmixed), 1 gallon, plus test kit
Brake fluid, power steering fluid, washer fluid
motor oil, 3-4 quarts, plus 1q of "marvel mystery oil"
Spare filters, belts, hoses, plugs and points, some funnels, rags, paper towel roll
Portable air compressor, hoses and nozzles, pressure gauge, tire patch kit, duct tape, electrical tape
Socket set, driver and extensions, tire iron, slim jim, spare multi-tool, misc. hand tools that collect over time
Moving blankets, waterproof tarps, canvas tarp, wool blanket (thinking about moving it behind the seat in the cab), waterproof poncho, plastic sheets, trash bags
Adapter-powered hand lamp on long-ass cord
Smallish hollywood jack (beats the hell out of the canister jack under the hood) and a cinderblock for a jackstand
jumper cables, folding army shovel, rock salt jug, first aid kit, and most important of all, a frisbee.
I'm sure I'm forgetting something but basically every time I got stuck somewhere I made sure it wouldn't happen again.

For the record, I am soooo jelly.

Don't forget the shims. I did when I swapped mine out the other day, and I couldn't figure out what that noise was. Then I had to take it all apart again.
